A Vision Realized: Breaking Ground on Legacy Farms Park

As the Councilman for Ward 8, residents often ask about the future of St. Charles. For those living and working in the northern part of our city, the answer is unfolding before our eyes. Ward 8 has become the heartbeat of St. Charles’ growth, attracting families seeking new homes in our otherwise landlocked city. With this expansion comes the responsibility to provide world-class amenities.

The city is officially moving forward with Legacy Farms Park, transforming a vision on a map into a reality. Following the April 2026 Parks & Recreation Board work session, we now have a clear, funded, and exciting path forward for Phase 1 of this project.

Phase One: Building the Foundation

The design team is finalizing construction documents, and I am pleased to report that the project meets our $5,000,000 construction budget for this initial phase. Phase 1 is meticulously designed to get our residents onto the land and enjoying the outdoors with high-quality facilities.

  • Comprehensive Play Area: Four distinct playground areas, including a tunnel feature that has already generated significant excitement.
  • Advanced Recreation: A modular bicycle pump track and an 18-hole disc golf course.
  • Community Gathering Spaces: A large park shelter for up to 150 people, supported by a three-family restroom building.
  • Trails and Connectivity: A 0.6-mile trail loop around Phase 1, connecting to existing sidewalks and trails.
  • Infrastructure: 92 dedicated parking spaces for easy family access.

Timeline for Construction: A presentation to Planning & Zoning is scheduled for May 11, 2026, with the project going out to bid in May and June. The Board is expected to approve a construction contract by July 15, 2026, with active construction running from July 2026 through Spring 2027. By this time next year, Ward 8 will be home to a brand-new destination for recreation.

Setting the Record Straight: Protecting Our Park Land

While we celebrate this progress, I want to address a concern that has circulated through our ward. During a Ward 8 town hall a few years ago, an off-the-cuff comment by the Mayor suggested the city might sell off a portion of the park land to fund future phases. This rumor has unfortunately taken on a life of its own on social media.

To address this directly: there has been no formal proposal to sell this park land. That statement was an informal response to questions regarding construction timelines—a "what if" scenario, not a formal proposal. More importantly, under the City Charter, the Mayor cannot unilaterally sell park land. Any such action would require a recommendation from the Parks and Recreation Board and approval from a majority of the City Council.

The land was acquired for long-term public use and community benefit. We did not acquire this 97-acre gem just to turn it into a housing development. The start of Phase 1 construction effectively ends this speculation; we are building a park, not a subdivision.

Future Vision: A Growing Legacy

While Phase 1 is our immediate priority, the long-term vision for Legacy Farms remains ambitious. Our master plans continue to focus on creating a unique space that serves our rapidly growing population.

Legacy Farms Park is a testament to what we can achieve when we plan for the future. It provides the necessary "lung capacity" for Ward 8, ensuring that as we add rooftops, we also preserve the quality of life that brought us here in the first place.

Construction is expected to begin this July, marking an important milestone for the community. This park will be a legacy for our children and a cornerstone of Ward 8 for generations to come.
